A car that's been spotted in a city and wins the Spot of the Day election can not be Spot of the Day for antoher 30 days.
This will prevent the same Spot of the Day every day. A month later it is possible to be spot of the day with this same car again.

...our latest adjustment was the fact that it wasn't possible to participate in the Spot of the Day election when the car was already spotted before. We've made a small adjustment to this rule.
