[@Ralph O] I'm under the impression that this is a license plate of Qatar. But since Qatar has some diplomatic issues they do not show the flag and Arabic text anymore on plates outside of their own country. But if anyone wants to correct me on this they are more than welcome.

Yes, it is a plate of Qatar. They only have such short numbers. So the complete plate is "1145", I did not censor anything, @Ralph O.
Why it is like this, I do not really know. The Explanation of Crispijn Sounds good. I Always thought, they use such plates for better reading for the european authorities. The arabic signs could not be read everytime and they would probably get a lot of useless Trouble with the Police, so they use such "european" Looking plates, that everyone can read.
